£10 permit for smokers?

A proposal to introduce a £10 permit which must be shown in order to purchase cigarettes has been put forward by Health England.

The advisory group proposed the idea of  a government-controlled plan with the aim of putting obstacles in the way of smokers. A Department of Health spokeswoman said: "We will be consulting later this year on the next steps for tobacco control. Ministers are looking for input from a full range of stakeholders."
