Appointments to public bodies sponsored by the Department of Health are made by the Appointments Commission (www.appointments.org.uk).
There are 600 local NHS bodies including primary care trusts, NHS trusts and strategic health authorities. Each has their own board tasked with making sure that their organisation works safely and effectively and makes best use of public money for the services it provides.
Each organisation has around seven non-executive posts. Chairs and non-executive directors are currently paid for these part-time appointments at the following rates of remuneration (depending on the size and complexity of the organisation):
SHA chairs - £40,000 to £60,000
PCT chairs - £30,000 to £40,000
PCT and SHA non-executives - £7,500
PCT and SHA audit committee chairs - £12,500
The Department also currently sponsors 22 special health authorities (eg National Patient Safety Agency), a further 11 executive non-departmental public bodies (eg Healthcare Commission) and around 35 advisory bodies which advise health ministers across the wide range of their policy responsibilities. Although many of the Advisory Committees require people with specialised knowledge, some also require people from a non-specialist background to provide the lay viewpoint.
The board posts on Special Health Authorities and Executive NDPBs are paid posts, whilst those on Advisory Committees are generally unpaid, although there may be a fee for attending a meeting.
The Appointments Commission is also beginning to work with Foundations Trusts which - by comparison - have a board of governors who appoint a chair and non-executives to a management board.
