Failing hospital had been warned about staff

An unpublished report by the Royal College of Surgeons in 2007 said Stafford hospital's surgeons were "dysfunctional".

The hospital trust in the West Midlands was described in an investigation by the Healthcare Commission in March 2009 as having "appalling" standards of care which could have caused over 1,000 deaths. A spokesperson for the RCS said: "[The report] has not been published because we do not have the power to publish it. It belongs to the trust. Our recommendations are not something we can enforce."
