Monitor Board finds Tameside Hospital NHS Foundation Trust in significant breach

Monitor, the independent regulator of NHS foundation trusts, has found that Tameside Hospital NHS Foundation Trust is in significant breach of the terms of its Authorisation.

This decision is based on concerns in relation to the trust’s financial position and its financial governance arising from a deterioration in the trust’s finances at Quarter 2 2010-11 following a failure to take appropriate and timely action to control operating costs.
After carefully considering all the available evidence, Monitor’s Board decided not to use its formal intervention powers at this stage. However, we will review the trust’s future performance against specific milestones and actions. Should the trust fail to deliver timely and sustainable progress towards full compliance with its terms of Authorisation, Monitor is likely to consider formal intervention.

Speaking after Monitor’s Board meeting, David Bennett, Chair of Monitor, said:

"Monitor sees foundation trust boards as the front line of regulation. They are accountable to the local community for the effective delivery of services, and for identifying problems and addressing them. If they fail to deal with issues quickly and effectively, Monitor takes action to safeguard the interests of patients and taxpayers.

"In our view, strong finances are essential in order to provide good quality healthcare. Monitor will continue to work closely with both the Board at Tameside Hospital NHS Foundation Trust and with CQC to ensure that the trust makes a sustainable return to full compliance and to ensure the continued provision of high quality services to the Greater Manchester area.

"If the trust does not address the issues identified satisfactorily, within the required timescales, Monitor will consider what further regulatory action is appropriate."
